found 3 references to "shadow ticket" on Google Scholar and amazingly one
of the articles is an ethnographic study of  *organizational paranoia* at a
European rail service:

found a quote from the article on Google books. the article author
(Frandsen) was "given permission to shadow ticket inspectors on the
train"..."shadow" as a verb:
