Seems like Stuffy is humoring Bruno, pretending that the latter is in any kind of position to call on contacts
or maybe, Stuffy's starting a little debriefing. If you had the AC of C in exile in your, like, power, what would you do? Even if Daphne has all the hard copies, Bruno's knowledge could be very helpful to U-13's captain and fearless crew. (and their mysterious clients)

Not "what are their principles" - I think that Hauffnitz & Stuffy (and presumably their principals), like Hicks, are moving towards a non-violent, or at least less-violent, ethos & perhaps that's a theme in the book (I like to think so)

Who are their principals, who paid for all the fricken submarine fuel to run U-13 across the Atlantic, down the St Lawrence Seaway, through the Straits of Mackinac & under Lake Michigan to pick up Stuffy? And for the cigar given to Bruno, etc?

At this point, my sense is that their principals are Mr Weatherbee from Riverdale High ("the Bee") and Mr Woodman from James Buchanan High...there may be earlier passages which will clarify to our greater satisfaction & enlightenment
