Ch 36 a lot of weird action, set in Fiume

The whole chapter is one section
"Bruno had been hearing about Fiume since it was still an independent state under D'Annunzio. What brought him there in person was a scouting assignment on behalf of the InChSyn, which by then had grown ..."
So wait - he's accepting a scouting assignment from the InChSyn? I thought he was in Dutch with them. Or is this a flashback to, like, the first time he ever saw Fiume?
It seems to me that the vagueness around Bruno is intentional.
Anyway, in the "now" of chapter 36, he likes Fiume, even "acquiring a villa."
And in my best cheezy mode, I just want to fleetingly suggest that not only does the villa, as described on p271 (penguin), conjure a notion of it as a Giordano-Bruno-style memory palace...but it also sort of describes the Pynchon oeuvre...
