Secret identity of the Koopman!!!

I've solved the mystery of Koopman's nature and origin.  Recall 
the story-writing program of a few years back, RACTER, whose
book of published stories was titled approx. _The Policeman's
Beard is Half Constructed_?  Koopman _IS_ Racter!  We are all
the subject of an immense Turing Test!
Do I win a prize now?
