Sorry to butt in but feel David's answer will be yes.

The U.S. got rid of ALL their Asian experts over the
losing-China and-communists-in-the-State-Department charges.

Put them at quite a disadvantage when Viet Nam came along.

Think Lattimore's name came up in the news very recently but
can't remember in what connection.
