The idea was best explained by some luminary in the Reagan Defense 
Dept. ( i think the guys name was K. T. Jones, or something equally 
innocuous). He reasoned that all it took was enough shovels and a few 
pounds of dirt, et voila, the red devil's nuclear capability was 
neutralized. 
How this position evolved into the arguments FOR a multi billion 
dollar strategic defense initiative is one of the great creative 
efforts of the period.
Or was it the time Cap the Ladle wanted to put something menacing 
on the cover of his annual report on the threat of the 
Russian Military , and due to the inability of this wily foe to 
produce even a semblance of a new generation of main battle tanks by 
the printing deadline, actually threatened congress with an ominous 
silhouette of our own M-1?
