Towards the end of chapter 28 Ben Franklin speaks of

"Jesuit Telegraph ... a marvel of instant communication... giant balloons
sent  to great  Altitudes, Mirrors of parabolickal perfection"

"The Americans are planning to build a fleet of 250 airships made of
kitchen clingfilm which will bounce mobile phone calls to anywhere in the
world...
Each ship will be about 60 feet long... They will fly at 60,000 feet where
there is
very little air turbulence so the balloons should last for years"

translation for North Americans    clingfilm = Saran Wrap


Is this just an old story surfacing - or something spookier?
