Thanks to MantaRay for clarifying the L.A. connection. The SHOOTING at least took place there, those curb-painted street addresses always being a dead giveaway. (Are there other places in the civilized world where they neatly paint street addresses on the curbings, like in Southern California? Probably but I can't think where.)
As soon as the electric chair was mentioned--fairly well in--I started looking for indications that we were supposed to be in Manta's and my hometown in the full-blown sense. Naturally wanted to catch Lynch in one of his famous contradictions. Well, that's not exactly what I wanted to do, but don't know how to express it.

Lynch never specifically said the pic takes place in LA nor did he say it
takes place in the present. That's his way of keeping his mysteries and
seeming contradictions intact.
I, though a Lynch fanatic, miss the connection b/t the two, other than the
fact they're attempted neo-noirs which might take place in LA, my fucked-up
hometown.
