Well... the agricultural anarcho-reformers called the Diggers were part 
of the turmoil in England that M&D is set against; if Our Allusionist 
capitalizes the word I think it's a Sign that he wants us to be reminded 
of them.  I just mentioned the 1960's Diggers because they were named 
after the 18th Century Diggers, and Pynchon would certainly have known 
about them.
