Thats how it  reads to me.  The english turn of phrase is "common or
garden ___________" in whch a thing or person is compared to a
widespread varietal plant. 

In the marvelous J Cleese movie "Clockwise" it is the thing is a
Private (public) School of which our hero is headmaster.
