Zapruder Film

Any idea how in the heck the gov't is going to price an item like the 
Zapruder Film.  Seems their first bid of $ 1 million was deemed to low by 
the Zapruder family. What do you compare it too. There's no real 
benchmark--all I can think of are two recent events on film:  Reagan's 
attempted murder in Washington, DC in 1981 and Sadat's murder in Egypt in 
1983?

Some day, in the year 2400, on the inter-galactic Travelling Roadshow, on 
Channel 1300, someone will break forth w/ this.
