I believe it was Peter Ustinov, in a novel he wrote in the late '50's, the 
title of which now escapes me, who has one of his characters, a German 
officer, ruminate on the differences in uniforms, thus:

"The German army is the only one that has its men really looking like 
soldiers.  The British look at war as sport and dress accordingly.  The 
Americans look upon war as a dirty job and dress like construction workers."
