Hi all--

Came across this yesterday, fwiw:

"drunkards cloak"--In the time of the Commonwealth, the magistrates of 
Newcastle punished drunkards by naking them carry a tub with holes in the 
sides for the arms to pass through, called the drunken cloak, through the 
streets of the town."
