CIA/Roosevelt? Impossible. The CIA was constructed from the remnants 
of the OSS and other intelligence services AFTER the war, and 
therfore AFTER the death of FDR.

THough I am not intimate with the history of their association, I 
also recall there being considerable friction twixt Franklin and 
Hoover.
