My two cents on making this a moderated list:
Keep in mind the ground work that needs to be done to run a successful
moderated list: a committed moderator to keep a regular eye on the list
and to approve without delay, a set of moderation guidelines that most
folks can endorse, and a set of rules for dealing with submissions that
violate the guidelines. This may be too much to expect from a list
membership that couldn't even agree on or support a set of non-binding
posting guidelines.
There is also the problem that moderation would radically change the
nature of give and take on the list by increasing the turnaround time.
There would be a tremendous lag between the time you post a message and
see a response to that after it makes it through the approval channels.
I don't know if most people would put up with that much delay, which
would cause havoc with threads like GRGR, during which it is essential
to keep the discussion going without waiting for the moderator to
approve each and every post.
