It does read like a news brief or press release. The "An invaluable extra
dimension" after "racial problems in his own country" on pg.75 sounds cute
and ironic.
It's true that PISCES has been interested in Slothrop for other reasons so
this may just be killing two birds with one stone: getting inside Slothrop's
head and collecting information for Black Wing.
And there's nothing, I suppose, to say that they aren't also working with
Germans, etc.
I always took it to mean that the scale and complexity of America's race
issues make it an important model to study, a perfect site to milk the fear
from and analyze.
Slothrop's head is a crowded place and analyzing what's going on in there
may serve a number of their purposes.
