My take on it (not necessarily supported by the text) is that Slothrop
put those stars on the map before the strikes. Maybe he knew why, maybe
not. (possibly he felt aroused by some potential in the sky - he is
sensitive to that sort of thing, after all.) He made up the stories to
have something to tell Tantivy. (maybe he even did some research - got
Mrs. Quoad's name out of the phonebook)
Later, after meeting Katje, in the zone, he realizes that somehow those
stars had something to do with her - maybe he knows what, maybe not - and
that his stories were covering her identity. She was after all pointing
those same stars out on Blicero's map wasn't she? (not that he knows
That.)
