I think Doug's right (as is your last sentence above) in that the
proverbs are meant to make sense from Slothrop's paranoid POV -
struggling to make sense of the creatures serving the invisible master.
This also goes with the first PFP - that you can't touch the master, but
tickle his creatures. It's Slothrop here that's trying to touch the
master by tickling his creatures.
