The Riviera including Monte Carlo was occupied by the Wehrmacht after the 
Italians dropped out of the war in 1943, I believe.  The fictional casino was 
a furlough point for Luftwaffe pilots, hence the name.  In 1944, the Allies 
landed in Southern France as part of operation Dragoon.  They moved up the 
Rhone valley & linked up with the forces moving down from Normandy.  By 
Christmas, 1944, most of France had been liberated, and the battle of the 
Ardennes (The Bulge) was being fought.  The Soviets were moving through 
Poland and knocking Romania out of the war.
