No procedure against Germany because of German encroachments in the former 
German-South-west-Africa.  

The International Court of Justice in the Hague has refused the opening of a 
procedure brought by the namibian Herero against Germany, in which the 
African tribe has demanded compensation for murders and encroachments of the 
German security forces.  The German secuity forces had gotten the command to 
wipe out all Herero after the Herero resistance in the year 1904.  As a 
result of the subsequent process approximately four fifth of all Herero died.
The Court has cancelled the request for recompense, since only states, not  
persons, Groups, advocates or international organizations can make claims 
before the International Court of Justice.
