Concerning Plinius' quotation.  One must have in mind that the Romans thought of Northern Africa as Europe thought for a long time about America: the Wild West ( much the same as the Greeks considered  'Greater Greece), with a lot of opportunities.  A governor of one of its provinces could become very rich very quickly over there.  As did, I think, one of the Scipio's.  Reminds me of Mason & Dixon by the way.
