Yes, I would imagine, but back to the text now. 

Blicero's "specter" has provided a model given them to
strength you say, but he is malignant, cankered, growing
whiter, toward the idleness and the famine, he is the Zone's
worst specter. So why is he their model? Because he's an
openly homosexual man of power in a homophobic society? But
wait a minute, the text reads, "WHo else COULD the 175s have
chosen..." Sounds like they didn't have a chose, doesn't it,
and besides they "choose" him "for their very highest
oppressor." Oppressor? How can he be a model of their
humanity and their "chosen" highest oppressor? Also, "HIS
POWER IS ABSOLUTE." What does that mean? The term Absolute
has a particular connotation in GR, like the word wind, it
is associated with the rocket, annihilation, gnosticism and
Death. The chain of command they set up is not based on what
they knew in their HOME at Dora, no they get this SS command
from what they infer to be the rocket-structure. So the
rocket-structure, the obsession of so many groups in this
book, the rocket that replaces god, culture, earth,
community, life, is what the 175s base their phantom SS
command on and at the top of that structure, that tower, is
their oppressor, Blicero. 

These poor guys are deep trouble, not because they are gay,
oh no, saying so would be just like saying that the Africans
that are SOS--sold on suicide--are in trouble because they
are Africans. It's what has been done to them by the West.
It's how they have been the victims of BAD HISTORY. The most
venerated man in the book is Enzian not Blicero. Blicero may
be venerated by the characters that have been infected by
his power and absolute domination and charisma, but Enzian
is venerated by the Author, his rocket will not be launched,
he will, like Moses, find a way not to become a god, a
herod, a Abraham, a Father that sacrifices his son, a
messiah, a gnostic oppressor, and lead he will lead his
people through the parted red sea to the promised land he
will never enter.
