You mean it doesn't mean "exo-brained?"  Were brains in hair we'd have to 
examine all hairs for intelligence-locus (This might explain the 
Samson-syndrome).  Pubic hairs would have to contain "adult" thoughts.  But 
what "differance" would be in EACH of the different pubes?  Crainial 
baldness might actually indicate an evolution of intelligence.  Wasn't this 
the underlying message of those "Planet of the Apes" movies?  "Want the 
change..."
