Yes, this is definitely Kurt's dream, and it's a premonition/warning to him 
about the nature of the seige party and the company at Foppl's place.  And 
Vera shows up in this dream in a black feathered mask.

It takes a while for the venality of Foppl's party to wear him down to the 
point of dreaming other's dreams.
