I think it's probably more accurate to say he said "we" had no proof because
"we" (i.e. the public) weren't being shown any by those in power.  This, to
my mind, isn't an unreasonable thing to say for a guy who has spent half his
career exploring the duplicity of governments.  Whether he turned out to be
right or wrong was neither here nor there...
