It was Woody Allen, and the figure is 80%. William Safire recently wrote
about it in the New York Times Magazine and asked Allen, why "80%"?
Allen, as I recall, said "90%" sounded too flip, "70%" was funny
but lost the rhythm, so it had to be "80%".
