Benny's job

I've always thought that Zeitsuss was after volunteers from within "the 
Department" to go on his Alligator Patrols, i.e. that it was one of several
or many specific tasks within the NY Sewer Department which is being
allocated to the workers on a voluntary, or first come first armed basis. It
seems like a contract labour sort of thing (cf 'On the Waterfront' perhaps).
I think there's no question that Benny and the boys are getting paid. Why
else would they be doing it?
