WFP is increasingly optimistic that it can win its race against hunger and
snow to deliver food aid to millions of hungry Afghans by the end of the
year. The Agency has sent 49,000 metric tonnes into Afghanistan since the
beginning of October.

Convoy Delivers
Food and Hope
CARE staff in Afghanistan have confirmed that our aid convoy, sent into the
country earlier this month from Pakistan, successfully delivered food to
approximately 2,000 families in and around Kabul and the province of Logar.
The convoy and its 100 metric tons of wheat provided immediate relief for
poor Afghans suffering the effects of drought and conflict. Even more
importantly, it tested the logistics of bigger emergency deliveries to come.
"The success of this operation means that we can now implement plans to send
larger convoys carrying not only food, but other items aimed at helping the
people survive the approaching winter," says Paul Barker, who heads up
CARE's Afghanistan operations from Pakistan.

1. After receiving a briefing by Under-Secretary-General for Humanitarian
Affairs and Emergency Relief Coordinator, Mr. Kenzo Oshima, members of the
Security Council today "deplored the looting of United Nations offices and
the Taliban's take-over of humanitarian aid sites, including food and supply
warehouses." Council members also expressed "appreciation to the Governments
of neighbouring countries which have agreed to open access routes for the
delivery of relief supplies" and stressed "the need to continue to find
innovative ways of delivering much needed supplies to the region and
distributing aid to those in need." In his briefing, Mr. Oshima indicated
that the distribution of food to local communities continues to be the
biggest problem. He stated that it is likely that there will be a gap
between the minimum aid required for Afghanistan and the amount that the UN
can actually ship and distribute.

The United Nations Special Representative for Afghanistan, Lakhdar Brahimi,
today said that the country's neighbours have welcomed the reported general
amnesty issued by the United Front following its capture of the key northern
city of Mazar-i-Sharif.
In a statement released Saturday after a meeting of the political directors
of the "Six-plus-Two" Group, Mr. Brahimi said "they urge all parties to the
conflict to observe fully the principles and requirements of international
humanitarian and human rights law. They also called upon all parties to
facilitate the immediate return of international staff to Mazar-i-Sharif to
respond to urgent humanitarian and other needs."
The Group comprises Afghanistan's six neighbours - China, Iran, Pakistan,
Tajikistan, Turkmenistan and Uzbekistan - as well as the United States and
the Russian Federation.
The envoy also shared his assessment of the situation in Afghanistan in a
meeting with UN Secretary-General Kofi Annan and US President George W.
Bush, who reviewed the situation within the country, including humanitarian
aspects, as well as in the region as a whole, according to a statement
released by the UN afterwards.
Mr. Annan and President Bush also discussed how best to bring stability to
Afghanistan once the military action was over as well as efforts to
establish a broad-based government. President Bush emphasized his wish to
work closely with the UN in this regard.
