One reason that "the west" is a target might be because "it" has
fueled the instability- accelerated and caused it to grow to such
monstrous proportions- by its dependence on middle eastern oil.

The huge influx of western cash has served to inflate already
present internal divisions within these cultures, and yet the west's
dependence on their oil means it has no alternative but to attempt
to maintain their status quo, no matter how corrupt.

The west should not only be looking to neutralize the likes of Bin
Laden, but also, to understand the reasons for its continued 
dependence on middle eastern oil.
