The Enigmas were used by the german industiral conglomerates to
communicate with subsidiaries and branches (sorry, I can't remember
which industial groups exactly). These early Enigmas were given an
additional layer of complexity for diplomatic and military use. Pynchon
can't have known about this in the 60's or there'd certainly be clear
reference in GR.
