"License" would indicate freedom.  When you're given license, no one can
stop you.  You're free to go.  Drive, pass, whatever.  In this case it I
think it means license to indulge in the more corruptible aspects of
humanity. Licentious means unrestrained, but it also has a sexual meaning of
promiscuity.
