(a defunct department store) clock on Canal Street,

a shopping destination.  In the novel he is a complete failure as a Lucky 
Dog vendor,

This is a very quirky, almost third-world, and very parochial city with a 
tradition of appreciating strange characters and loving the absurd.  
Ignatius is very real here.
