That's the comparison the novel makes. Brock Vond works for the Reagan-Bush
Administration, so when Pynchon describes him as one of "the sleek raptors
that decorate fascist architecture" the text does invite us to compare Nazi
Germany and Reagan-Bush America.  That Pynchon introduces another
functionary,  ex-Nazi, Karl Bopp, only serves to strengthen the association
the text makes between the two regimes.

"all working under contract to CAMP and being led by the notorious Karl
Bopp, former Nazi Luftwaffe officer"
(Vineland, p. 220)
