See this is what I think it means, but you HAVE to leave out the troublesome
phrase to make it this clear.

"It may turn out that racial differences are not as basic as questions of
money and power, but have served
a useful purpose in keeping us divided and relatively poor and powerless."

Doug...in this phrase "often in the interest of those who deplore them
most"...

Who are those?
What do they deplore?
What is in their interest?

The difficulty answering these questions perhaps does indicate that Pynchon
is indeed 'holding his own.'
