A query on translation

I can't imagine a translator who lacks L1 proficiency (reading, writing,
speaking, listening, creativity, etc. and so on) and excels at
translation. 

Since we don't know how it is that people read (we have lots of
theories), we don't know  if L2 readers process a text similarly or
differently in L1 and L2. 


Two hypotheses, the common underlying proficiency hypothesis and the
reading universal hypothesis, claim that reading is a skill
interdependent or universal across languages.
