FR is in but not of. His "They" are not those that are on the list of 
usual suspects one thinks of when considering the "Them" of GR, 
that pursue Slothrop as advidly as Slothrop pursues his particular
rocket- sufficient unto any given day- to keep his weather vane
aligned in accordance with his own idiopathic wind. The ephemeral
"They" of FR are more akin to the creatures Mason is forced to
admit the existence of towards the end of M&D, but here "They" are
not secular, and FR does not seem mentally ill.

The counterforce of FR is not the same organizing principle which 
has caused the spontaneous aggregation of the double agents. FR
is preaching counter "force" as the only means of resisting "Them."
The "They" of FR are likewise in but not of.
