Maybe. Then again, Hector's following orders from an
organization that is working pretty hard to rid the
earth of Zoyd and his ilk, and, failing that,
suppressing them, marginalizing them, keeping them out
of sight.  As others have noticed, it's Hector
dropping in now and then to hector and bully Zoyd, not
the other way around. And Zoyd's not carrying a badge
or climbing the Civil Service ladder. Instead, Zoyd
has created an alternative lifestyle in which he seems
content to let others do as they like.  

Hector is just following orders, certainly. That's
been the corrupt cop's, and the war criminal's, excuse
forever.
