No reasonable system of jurisprudence would issue a warrant against Saddam
as either a perp or facilitator in the context of 9/11......and cynicism is
certainly warranted in light of the fact that the conquest of Iraq was a
doctorine advanced by Wolfowitz and crew a year or more before the towers
went down, and that in the direct aftermath of that incident, Rumsfield was
reported as determined to use the disaster as a pretext to pursue the
Wolfowitz proposal.......

The resulting game of deception has been sufficiently successful as to
confuse nearly 45% of those polled into believing that there were Iraqis
manning some of those planes.... 

You also suggested that Saddam could "prove the negative" by allowing the
inspectors unrestricted access - I have not heard any suggestion that they
do not enjoy such. The only restriction I've heard the inspectors chafe at
is the insistence that scientists not be inteviewed unchaperoned. It seems
to me that this is less a blatant transgression than a negotiating matter.
Saddam will cave like he was obliged to with palace inspections....
