Yes, because neither is a superpower. And both were totally 
reconstructing after genocidal US warfare against them (Viet Nam has 
not experienced the same comeback because: no reconstruction + no 
reconciliation with Western trading partners, and yes, I do consider 
B-52 raids on villages at night to be genocidal and if not, damn 
close).

I grew up in an oil town... oil can (insert gratuitous obscene 
anatomical reference here). We have to get off this needle before the 
monkey rips our eyes out.
