The more paranoid might call it, noise in the system. Not a succession, or
chain, those in power being elected, of course; Eisenhower...or
Carter...Kennedy....simply moments when Control over the voter's Desires
temporarily breaks down...

Not necessarily arguing such, but noting it as a theme at play in GR. Either
paranoid, a succession of will and power "behind the scenes" --
marionettes -- OR anti-paranoid, no succession, no will or purpose, a
systemization  serving Death happening spontaneously....entropy?
