I don't think anyone has said this at all. Of course some have tried to
tag this idea to those that think it could be a hoax, those that doubt
it's accuracy (either because it was poorly assembled, edited and so on,
poorly translated, or both of these), those that doubt it is
significant. 

I mean, how can anyone defend this position one way or the other when
even those that have see the damned thing (yourself included) can't make
out what it says. 

PS I will gladly provide three independent professional translations (a
Japanese scholar, an American scholar living in Japan, a Japanese patent
lawyer and translator living in America) of it if you can tell where I
may purchase a copy.
