controls to gods or god-men or heroes or super-women or animals or trees
...  and that these are believed in and sometimes worshiped by man, and
called the gods, beings thought to control some part of nature or
reality, is a very human fact. No sense denying it. 

Oceania is a theocracy. 
Big Brother a god.
