Words were mistakenly dropped from my previous post.
It should have read:

Yes, you've said that. So have I. So have others.
What's the point? "Command and control"? This
primitive interent was for a government to maintain
command and control of its own affairs not the affairs
of its citizens, beyond the control most citizens
(not you, apparently) would deem necessary to keep the
government functioning and to prevent its collapsing.
And its means of withstanding attack was
decentralization.
