Hell no, Dr. Livingstone........I WAS A KID in such circumstances....
rather than see it as some academic excercise, or litmus test of 
"enlightened  governance", I actually experienced it directly, and 
vicariously through my younger brother......Sydney Australia in the 
early 70s was almost as much of a melting pot as NYC, with the 
one qualification of being  much whiter.....
