The phrase echoes the complaint of the millions of
people who have protested the post-9/11 militarization
of US domestic and foreign policy -- in the face of
the Bush Administration's refusal to listen to
criticism --  at the time Pynchon was writing the
Foreword and as the Foreword is being received by
readers.
