That may or may not be true; what is important is the motivation and method of control of the empire. Clearly not fascist, or really neofascist, although one might point to something well documented in history...

Rock music has narrow penetration within a potential target audience, and limited duration. Most people are involved with it from age 14-28 and then find it quaint as in something familiar played over grocery store speakers. A small group of scenesters persist, but their actual effect in society is minimal compared to that of literature.
It seems to me that without performance, and promotion, most rock music fades into the wallpaper - on an artistic level. (This is an aside and does not constitute part of the argument expressed above.)
