Terrance hits the fish in the barrel:
"Bad Government PLUS Bad TV"  formula = Propaganda.
Propaganda = Bad Fiction (no subtleties)

VL might not be Pynchon's best work, but he is never so simple as 
propaganda.  He loves Koans (which he makes a point of referencing in VL), 
and ALWAYS tries to make his novels reverberate as such.   Sometimes he 
succeeds.
