Can't be since it's set at the fictional College of the Surf. 

But the narrator compares the violence at College of the Surf with
Berkeley and Columbia. There are several violent years at Berkeley. In
fact, a  violent scene at Berkeley is described in VL. It's not 1964.

That looks like 1969 to me. 

What brings DL to Berkeley is the Action, the violence that is making
news. What she finds there is Frenesi filming a confrontation. That
scene reads like 1969. A very violent year at Berkeley. In fact I
suspect this is May 1969.
