Who says Pynchon is saying the OBL "rodeo clown" has to be working for The Powers That Be? Couldn't he have meant that Osama was chosen to be the visible face/voice of a largely invisible movement of evildoersTM?
  For those who insist that Pynchon said it, they might consider that the above doesn't make any sense.  A rodeo clown is someone who diverts the bull from a fallen rider, not a strawman bad guy.
