Steven (or Yusef) does indeed now claim all of that. Out of context, et
cetera et cetera, blah blah woof woof. Interestingly he claimed at or
around the same time as he was releasing his first album in years. Check
the records. He never actually said that he did not support the fatwa. He
never actually retracted his statement.
Yes, he underestimated the backlash. So, yes, he back-pedalled on the
comments, but not, and this is kind of important, not on the actual
statement supporting the fatwa. He rationalized, but supported.

I think Stevens signed support for something in general that was later taken
out of context by some fanatics who did support the fatwa and used his
signature as pr. He says he never supported a fatwa. It may still look like
back-pedaling to some but I'm not so sure.
Meanwhile, watching a bit more of the news since, I retract my knee-jerk
sympathy.
